U.S. Army Corps of Engineers is Hiring a Cartographer Near Louisville, KY

Duties

  • Plan, coordinate, develop and maintain complex Digital Elevation Models (DEM) in areas of remote sensing from hydrographic surveys, photogrammetric surveys, and existing maps covering a multi-state geographic area.
  • Perform condition or reconnaissance surveys along the navigation channel or mapping surveys on water areas to determine river depths and potential navigation problems.
  • Utilize electronic hydrographic sounding, side scan and multi-beam equipment of the navigation unit on 23 ft and 30 ft survey boats.
  • Continuously updates both the format and datasets of eHydro and Dredge Quality Management (DQM) to stay current with technology and changes to channel conditions.
  • The incumbent must utilize some or all of the following software packages including ArcGIS Pro, Microstation, Bentley OpenRoads, Hypack, Adobe Acrobat, Adobe Photoshop, and Google Earth Pro.
  • Serve as a senior level cartographer providing professional knowledge basis for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by USACE Pamphlet 600-1-3.
  • Must obtain and maintain a Corps of Engineers Boat Operator's license or US Coast Guard license within 1 year.
  • Must possess and maintain a valid state motor vehicle driver's license and must obtain and maintain a Commercial Driver's License (CDL), Class A.
  • This position requires Temporary Duty Travel (TDY) of at least 25% of the duty time.
  • This position requires a pre-employment physical examination. Incumbent will be expected to occasionally perform field work consisting of long periods of walking, climbing, lifting and carrying equipment over rugged terrain in poor weather.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement for a Cartographer position:
A. Degree: A four-year program with successful completion of a bachelor's degree (or higher degree) in Cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in Cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). (Note: You must attach a copy of your transcripts.)
OR
B. Combination of education and experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the Basic Education Requirement above, you must all meet the specialized experience below:
To qualify at the GS-07 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes assisting with compiling basic geographic data from a variety of specified sources (i.e. drawing from specified maps, charts, and other source materials) in accordance with established policies; assisting with identifying discrepancies in data and recommending solutions; assisting with utilizing a variety of basic geographic tools and sources such as database design, data management within Enterprise databases; and web-based application development utilizing a mainstream programming language. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
B. Education: One year of graduate-level education or superior academic achievement (Note: You must attach a copy of your transcripts.) OR
Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on:
(1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.)
OR
C. Combination of Education and Experience: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
To qualify at the GS-09 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes compiling basic geographic data from a variety of specified sources (i.e. drawing from specified maps, charts, and other source materials) in accordance with established policies; recommending and implementing solutions to complex discrepancies in data; and independently utilizing advanced database design systems, data management within Enterprise databases, and web-based application development utilizing a mainstream programming language. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
B. Education: Two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
C. Combination of Education and Experience: Specialized experience as described above, but less than one year; and more than one year but less than the required education stated above. Compute the percentage of the requirements, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: must attach a copy of your transcripts.)
To qualify at the GS-11 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes utilizing geographic methods, practices and techniques to perform duties in planning, coordinating and developing digital Geographic Information System (GIS) schemas layers and databases; developing geo-referenced digital databases for use as graphic thematic displays for incorporation into GIS databases for attribution and analyses and/or inclusion into other existing databases; and working with digital cartographic data for incorporation into new and GIS databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
B. Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
C. Combination of Education and Experience: Specialized experience as described above, but less than one year; and more than two years but less than the required education stated above. Compute the percentage of the requirements, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: must attach a copy of your transcripts.)
